Another Model of Governance: Now Clean Caste Validity Certificates !

Dr. Babasaheb Ambedkar Research and Training Institute (www.ambedkaracademy.ac.in) BARTI is a  premier institute into Research & Training on Scheduled Caste and their problems in Maharastra. The Institute  assumed to have cracked the code of Caste and Corruption in different way. The office tried to improve public delivery system of Caste Validity Certificates besides their original mandate and Org. Vision.  Mr. Ratnakar Gaikwad promoted BARTI during his tenure.

Mr D. R.Parihar, IFS, serving as DG, BARTI put a model of efficiency. In this model he administered almost 100%  resources from BARTI  including  Research Staff  of 80 (Many Phds, MBAs, LLBs, BEs and MSWs)   in streamlining the simple nag in Caste Validity process.  He exemplified Public officials even if  non-creative, can bring in results with hours of hard work by keeping in mind the admiration from public. It has been known from ages that Caste Validity Certification remained at bay from the  ambit of public surveillance and bogus claims.

There are 15,000 applications that BARTI staff  is expected to scrutinize. Since September 29, they have  distributed 5,000 of them and changed the entire process into a Single Window system.

One cant believe Some of the  applications are pending for verification upto 15-years old without any fault from the candidates. Any person desirous of availing benefits and concessions provided to the Scheduled Caste (SC),Scheduled Caste converts to Buddhism, denotified tribes (Vimukta Jatis),nomadic tribes, other backward classes (OBCs) or special backward categories (SBCs),has to submit proper documents as well as caste certificate to the scrutiny committee for verification of his caste claim. After the committee verifies the application, the person is issued a caste validity certificate.

Mr Parihar, DG, BARTI equivocally declared that all the pending claims related to Caste Validity will be  resolved at the max till 5th of October 2012 (Now postponed to 10th Oct.).  However the glitch is that BARTI staff never worked on such task before. The staff is  encouraged to collect and sift through thousands of applications lying haphazardly in years of dust, working day and night. The staff processing the applications was also trained by the Institute. Research  Budget from BARTI has come to help. This is important in order to recognize bogus applications. Such a ethical display of hard work and  unilateral leadership goes into making governance more answerable than ever.

Many Kudos for such a hardwork !  Subsequently, we must bear this in mind that the fathers of Constitution expected that leaders in Indian Public Administration to exercise their active wisdom,  intelligence and morals in order to guide the policy process; to focus  more on the Policy Intervention and  democratic deficit. This requires the creative mantle and working genius!!

Today the need is a befitting system, need is fresh idea.  It is possible to arrange a think tank doped in constitutional values , also possible to find holes in the system and work out  mandate of Institutions such as BARTI than just being proud of BPO style work.  Devoid of such a will could lead to subservience  to  caste system. It  sets social corruption free in draconian way; increases bureaucratic egotism and decrease quality time. We  need heroes in Public Administration, a  strong will to study, think and act in a right way . What you say?
