Introduction:

Manual scavenging is an inhuman practice which is caste based. Manual scavenging in India is the lifting and removal of human excreta manually, both at private homes and in toilets maintained by public authorities. Manual scavenging is done in either two ways; First it is through dry toilets, where human excreta to a place of disposal. Second, manual scavenger clean sewage pits.
Particularly, one caste group of people (BHANGI) are engaged with scavenging of human excreta and we can find this practice across India.

Background of Solapur visit:

National Campaign on Dalit Human Rights is a network of Dalit organizations, human right activists and are determined to address the caste based discrimination and violence. It has been involved in promotion and protection of Dalit Rights, through monitoring, legal interventions and advocacy for necessary change in the implementation of set policies and acts in 14 States.
In the year 2007, NCDHR and a few civil society organizations such as Safai Karmchari Andolan established a platform to complete eradication of the obnoxious practice of manual scavenging from India by the year 2010. The platform has come forward and selected ten States of India for direct intervention identifying the existence of manual scavenging in the ten states and making all efforts to put an end to this inhuman, obnoxious and illegal practice.
Therefore on 16th to 18th September 2007, NCDHR team conducted the survey of Solapur city and tram came across that safai worker of Solapur Municipal Corporation are doing scavenging work. Practices of manual scavenging i.e. cleaning the dry latrines by open hand and fetching the human excrete on shoulder and head. And mostly the Safai workers from Madagi, Walmiki & Meghwal castes are doing the manual scavenging which is caste based occupation.
By law the Manual Scavenging practice is abolished but still it is practicing all over the places like as Solapur city. And it is disobedience of constitution of country which says that Right to life and work with dignity, also it is violation of human rights.
Hence NCDHR given complaint and application to district collector, SJC ministry but as usual no one was taken any kind of action. After that NCDHR did the state level advocacy and highlight Manual Scavenging issue in the Media. And finally the Principal Secretary, Govt. of Maharashtra, Water Supply & Sanitation Department has given order of jointly resurvey of Solapur city. Therefore on 20th July 2008 there was a joint resurvey of Solapur city which focused on Presence of Manual Scavenging Practice.
Purpose of Joint survey:
Manual Scavenging is a caste based inhuman practice. Though it is abolished by law but still it’s exist in Solapur city. Voluntary organisation like NCDHR, SKA are build pressure and make accountable to government on issues of Manual Scavenging. Finally, government is ready for joint survey with voluntary organisation which is focused on Presence of Manual Scavenging Practice.

Fact finding and details:
According to plan our team of around 20 peoples were gathered at Collector office at 6.00 am. Our team consist by government officers, representatives of different organisation, local activist, advocate and local activist of Bhartiya Shramik Samaj Bahuuddesiya Sewabhavi Sanstha, Solapur.

Bhartiya Shramik Samaj Bahuuddesiya Sewabhavi Sanstha is established by safai worker and working on issues of manuals scavengers and safai workers at Solapur. Best part of joint survey was people from same caste with us and they were guiding force to our team. And it was enormous support to our team to show the existence of inhuman practice of manual scavenging to government officers.

Joint survey team visited specific areas of Solapur city such as Budhwar Peth, Municipal Colony, Forest Colony, Sadar Bazar – Saatrasta etc. We met safai workers of Solapur Municipal Corporation who are appointed as safai worker but busy with doing the manual scavenging at respective areas.

We found that most of the safai workers belonging to Madagi, Walmiki & Meghwal castes were busy with manual scavenging work. Hence it provides evidence that particular caste of people is doing scavenging work therefore it is caste based inhuman practice. And scavenging practice is practiced by government also but in different name i.e. SAFAI WORKER.

By definiation “manual scavenger” means a person engaged in or employed for manually carrying human excreta and the expression “manual scavenging” shall be construed accordingly
Because of joint survey we are able to show and ask directly to government officers that existence of manual scavenging practice.
Woman is most sufferers because of manual scavenging practices, 90% women are engaged with this practice and most of them facing health problems. Also we found that within women there was high numbers of widower who were engaged because of death ratio among male persons is high from particular caste groups.

Health hazards, economic crises, high death rate, high dropout rate among school going children are serious problems of there people but considering an inhuman, apart from so called civilised society, dignity as human being are more concerning and burning issues.

Meeting with government officers after joint survey:
After a successfully completion of joint survey we had meeting at collectors office with government representative (chief officer of water and sanitation department) Mr. Benbale. Mr. Benbale was accepted that practice of manual scavenging exists in Solapur and particular caste group of people are engaged with this practice.

After discussion with activist government officers shows their interest in rehabilitation of those people who are engaged in Scavenging work. Therefore government officers of Solapur district planning to organise one day conference or discussion session on Rehabilitation of Manual Scavenger.

    in the process of development meghwal samaj that commanded a supremacy of being a priestly class in their magi religion what was shifted to Buddhism. why the upper caste leader dragged the meghwals in the scavengers work in Mumbai that too when Ambedkar was fighting for the social cause.

    since meghwal were a leading bunkar, weaving class in their profession and a priestly class upto eigth century AD, they should immediately leave the dirty work from midnight today.

    to my mind there is no Dalit. it was an agreement between abondened public of the smaller or big kings of Buddhists ideology who converted themselves as Hindu kings by chandergupt and his son samundergupt on the one side and Jajmani Law on the other side during 4th to eighth century AD. James Hasting’s study revealed that Bhangis were virtually a strong ruling class. a slavery accepted before the Jajmani law had forced them to work as a dirtiest work. if these classes have any gene of their originality left in the blood, they should change the assignment they are holding in free India. Constitution of India provide them free will to work any where they like. they have done enough work for these classes at the lowest level and use a sense of the protected gene to touch the foulness of dirt to their nose in the freedom of the national law. no one should go by blind tradition. your mind set has bind you in the low. no one is allowed to force you to work in a dirty job in todays life. you are not alloted any caste. it is your mind that has forced you to join the rank of the profession of yours as caste. if you believe in science and its laws i feel some must be there within you or your relative that will force you to kick the dirty job and prefer to live hungry. rest assure you will not die with hunger. instead you will live longer in cities. if any doubt i donot mind to clear it.

    one of the post graduate from the safai class got up in public and cried with pain that other hate the community because of their low grade profession. he was advised to follow
    1. find out how you are in this profession?
    2. how balmiki is related to you when he was kori?
    3. kori are from weaver’s product/
    4. weaver mulniwasi are the original indus valley owners who controlled sumer valley too.
    5 the association with balmiki is not an ordionary.
    6. balmiki accepted the supermacy of the aryan society and all the ruling classes who were attached to him were reduced to low.
    7. the bhangi community, please consult encyclopedia of James Hasting , you will find it a ruling class of high calebre.
    8. one gene i can suggest you is that this community normally avoids work and who does not have this element is extremely a great anf truthful worker.
    9.the gene of egoism is existing but it is not in practice.
    10. no one has allotted the caste but the work . that was alloted when these people were forced to surrender after a long battle of survival and when their superior kings joined other religion of the Aryans.
    11.now every one is free. a post graduate have a common sense that he can teach his her educated class and the illiterate.
    12. if one teaches the illiterate class in this free atmosphere he may change but an educated may find it helpless.
    13. those who does not change according to time and and love to work as bhangi- only god will change them. otherwise the other religious societies and teachings of BRAmbedkar will completely transform the society.

    List of notified Scheduled Castes: Megh Registered as scheduled caste in India Census Report 2001.
    Megh had derived from the word-Magi. Magi were one of the tribe that reorganized itself after the first defeat. The other tribes were Sakyas, Arizanti (non-Aryans following Aryan way of life). a priestly class as Magi was devoted to weaving and all other related activities right from the period when they were not even megh. They were also Kushanas and desperately scattered Buddhism. It is this characteristic that forced them to adopt a low graded life in 800AD till today. Most of the Meghwal are Chamars by profession because they are forced to do. Megh in J&K are agriculturist and some fraction can be found as weaver. One of the biggest castes had been reduced to a community and that too with different name. All these people should re-submit a memorandum of rectification of castes as megh throughout India. They must not forget their priesthood and profession. Apart from megh they should follow spiritual ideology of Kabir. I think they should follow what Kabir has said and WRITTEN IN Shri Guru Granth Sahib. In fact they should come under one banner of Kabirpanhti’s Sikhs. This will be a blessing to them if they re-organize in any one religion that should be able to protect them. All the sections of this Samaj should reorganize as a single community. They are not only different but are acting as fools and playing at the hand of a race that has made them so. They are too soft in their approach and suffer on this account.

    To my mind we should narrow the gap of being from the same blood. Single name means the single force. To follow some religion. Kabirpanhti is one of the sects that bind them to their profession and revolutionary literature. Sikhism is the best form that has protected this literature.
    In fact Sri Guru Granth Saheb contains most of the writings that respected the ideology of Ravidas and Saint Kabir. Instead of passing time as a religion less class it is better to be called Kabir panthi Sikh or Ravidasia Sikh. We should leave all non –sense classes to be called as a one class and one religion to increase our strength. If we are in majority and maintain the dignity of religion we will be respected a lot. B R Ambedkar said we should never accept a lower class in Hindu religion.

    Who was the person behind the move of degrading the priestly class among weavers i.e. meghwal to this profession in the recent past? who was Balmiki? Was he not a Weaver? He was, who has down graded him? there is set formula that is used for down grading. we may let you know if readers required it?

    no one has time either to know or to leave the job of dirtiness when all other facilities are available. the remarks given earlier may be kept in your pocket if you want improvement.
